Donna Vanderpool is responsible for the development and implementation of risk management services for PRMS. Ms. Vanderpool has developed expertise in the areas of telepsychiatry, HIPAA, and forensic practice, and has consulted, published, and spoken nationally on these and other healthcare law and risk management topics. She has contributed most recently to the following psychiatric texts: Textbook of Forensic Psychiatry, 3rd ed. (APPI), Gun Violence and Mental Health (APPI), and Mental Health Practice in a Digital World (Springer). She also has co-edited and contributed chapters to several other clinical textbooks. Prior to joining PRMS in 2000, Ms. Vanderpool practiced criminal defense law, taught business and legal courses, and spent eight years managing a general surgical practice.
Ms. Vanderpool received a Bachelor’s degree in Business Administration and Management from James Madison University. She also earned a Master of Business Administration degree and Juris Doctor degree from George Mason University.
Charles David Cash joined PRMS in 2001 after serving as an assistant public defender for several years in the Mental Health Division of Maryland's Public Defender Office. He provided trial consultation and representation in cases involving significant mental health issues and represented clients in civil commitment proceedings. Mr. Cash also worked as a paramedic on the critical care transportation team of a major hospital. Mr. Cash has been responsible for educating professionals on a variety of mental healthcare topics, including training defense attorneys to represent developmentally disabled clients.
As PRMS Assistant Vice President, Risk Management, Mr. Cash supports psychiatrists and other healthcare professionals in their professional liability risk reduction efforts. He provides advice to clients through the Risk Management Consultation Service. Mr. Cash speaks nationally on risk management and insurance topics and coordinates educational presentations.
Mr. Cash received his Bachelor of Science degree in Emergency Health Services Management from the University of Maryland Baltimore County, a Juris Doctor degree from Quinnipiac College School of Law, and a Master of Laws in Health Law degree from DePaul University School of Law. He is also an Associate in Risk Management (ARM) through the American Institute for Chartered Property Casualty Underwriters.
Justin Pope joined PRMS in 2014. Mr. Pope is responsible for researching emerging risk management issues, creating online content, speaking on risk management topics, and providing advice to individual providers through the Risk Management Consultation Service.
As a law student, he focused primarily on international, administrative, and food law. During his final year at Howard, Mr. Pope gained additional insight into the FDA’s regulatory process while serving as a research assistant to his professor. He has also interned as a legal assistant for both the Ft. Monroe Garrison Office of the Staff Judge Advocate and the Office of the Naval Inspector General, researching and writing on a variety of legal issues. Mr. Pope received his Bachelor of Arts degree in International Affairs from the University of Virginia and his Juris Doctor degree from the Howard University School of Law.
Kem Isang joined PRMS in 2022 after working as a registered nurse for several years. Ms. Isang is responsible for providing advice to clients through the Risk Management Consultation Service and coordinating educational presentations.
Ms. Isang received her Associates of Science degree in Nursing from Community College of Baltimore County, a Bachelor of Arts degree in Jurisprudence from The University of Baltimore County, and a Juris Doctor Degree from University of South Carolina School of Law.
